new layouts, islands, custom cabinets, and stone or quartz counters

North Tustin borders the City of Tustin but sits outside its limits. With about 25,700 residents, it is the largest unincorporated community in Orange County, so your permit is a county permit. We apply to OC Development Services through myOCeServices; its permitting line is (714) 667-8888. Our city vs. county permit guide shows how the two systems differ.
Cowan Heights and Lemon Heights sit in the hills above Tustin and Orange. Homes range from a 1928 Spanish-style house in Lemon Heights to a 1974 home on 1.9 acres, and each has its own layout. On sloped streets, we plan parking, deliveries, and debris removal before demolition, so the work runs smoothly.
The Foothill Communities Association, a nonprofit founded in the 1960s, speaks for the area; it is not an HOA. The county’s North Tustin Specific Plan covers corridors along Newport Avenue and 17th Street. If your home also has an HOA, we ask for its rules early.
Call us for a free 15-minute talk by phone or Zoom, and we book a free home measure of about an hour. You pick materials a few minutes away in Tustin, review the design in 3D, and get one written price. We file the county permit and build on the schedule you approved. Our remodeling process page walks through every step.
We work with suppliers such as MSI Surfaces, Arizona Tile, Bedrosians, Silestone, and Johnson Hardwood, and cabinet lines such as Waypoint Living Spaces and Dura Supreme, plus fully custom builds. Manufacturer warranties cover your products, and our workmanship warranty covers the installation for one year.
We work across North Tustin, including Cowan Heights, Lemon Heights, Panorama Heights, and Red Hill. Permits go through OC Development Services and the myOCeServices portal, not the City of Tustin. If your street falls under the North Tustin Specific Plan or an HOA, we check those rules before design approval. North Tustin’s neighbors we also serve:

On a custom hillside home, a slope or a one-of-a-kind floor plan shapes the schedule, so we plan for it at the measure. A project manager keeps you updated during construction, and you can ask about financing with your written price.
In North Tustin, the county permit and plan check come before construction, so we start them early. Kitchens with us often cost $35,000–$85,000+ and take 4–12 weeks; bathrooms often cost $15,000–$45,000+ and take 4–7 weeks, measured from demolition to final walkthrough. Our Orange County guides explain kitchen remodel cost and bathroom remodel cost in detail.
Not the City of Tustin, even though North Tustin borders it. North Tustin is a census-designated place with no city government, so OC Development Services issues permits. Its permitting line is (714) 667-8888, and we handle the filing for you.
It covers a 530-acre study area along the Newport Avenue and 17th Street corridors and from Wass Street to Foothill Boulevard, per the county’s 1982 environmental filing. We check your North Tustin address against it before design starts.
CAL FIRE released an updated fire hazard severity zone map for unincorporated Orange County, including North Tustin, on May 21, 2025. Zones vary by parcel, so we look up your address before we plan exterior work.
Yes. We plan parking, deliveries, and debris removal for sloped lots before work starts. We also measure every room, because custom homes rarely follow a standard plan.
